Few countries can claim to be self-sufficient in its requirement of hydrocarbons. Even if a nation has an abundance of one form, it is deficient in the other. Natural endowments apart, man-made inputs like technology and services, which are required to monetize hydrocarbon assets, are not equitably resident. Inter-dependence is therefore the key in the hydrocarbon sector. However, though we talk of globalizing the natural resources, national agenda sometimes overwhelms such global issues.
